Reopening Schools ... Budget Realities ... Safe, Healthy, Positive School Environments ... Facilities Bond Priorities ... and More

Update from Jody London, District 1 School Board Director

June 2020

We are living in an historic moment. This will be a short newsletter. Please be sure to take the survey below regarding priorities for a November facilities bond, and several community meetings in coming days and weeks related to this.

The School Board is focused this month on the budget for our next fiscal year, which starts July 1. As you probably know, we are in a recession. Because over 80% of our general fund comes from the State, the State budget matters. We are planning for multiple scenarios and will have to revise our budget in the fall, after the State knows how much it receives from income taxes and any relief from the Federal government. The bottom line is we will have less money next year, quite a bit less. Please learn more and participate in community surveys by clicking here. We continue to work through how we will reopen schools on August 10 in light of the COVID-19 pandemic. There are seven committees working to develop plans and contingency plans for every aspect of how students will return to school. This includes ensuing every student has a device and internet access. There is no determination yet on whether school will be in person, distance, or a combination. We are in close consultation with County Health officials, the Alameda County Office of Education, the State, and others. Please click here to read a message that provides a good summary. Remember, there are now 24 sites providing grab and go meals and other supplies to students and families.

The Superintendent and I, and most Board members, have expressed support for moving forward with a plan to ensure safe, healthy, and positive school environments for students and adults without a school district police department. I talked about this in my President's Report at the June 10 meeting. You can find the statement by clicking here, and the slide deck to which the remarks refer can be found by clicking here.

We continue to recruit for several District advisory committees, including Audit and Measure G.  Please consider serving your community. Click here for more information

The Facilities Master Plan outlines the significant facilities needs  — approximately $3.3 billion — that exist across the District. The next General Obligation Bond, assuming the Board approves placing it on the November ballot, will not be sufficient to address all of the District’s needs. Therefore, based on staff and community input, the Board must determine which projects are to be funded by this potential bond and which projects would need to be funded by a subsequent bond.
As such, we encourage our entire community to engage in the process for prioritization of facilities projects. We want to hear from you - which projects should be prioritized?
Please take the community survey by clicking here. This really matters!

To share your thoughts, please participate in an upcoming online meeting:

Friday, June 12 @ 8:30am
Facilities Committee Meeting
Visit www.ousd.org/boewatch for the agenda

During this meeting, staff presented a recommended list of projects that Board and committee members will give input on, and ask questions about. The recommendations are based on factors such as facility condition/urgency and how well the project is aligned to board priorities such as the Blueprint for Quality Schools (expansions, mergers, etc).
